The relevant person in charge of the Raw Materials Industry Department stated that the “Plan” proposes to adhere to innovation-driven, intelligent transformation, strengthening the foundation, and green development to accelerate the transformation from a large chemical industry country to a powerful chemical industry country. The goals of the “Plan” are broken down into eight major tasks, including implementing innovation-driven strategies, promoting the transformation and upgrading of traditional industries, developing new chemical materials, promoting the deep integration of “two informatizations”, strengthening the safety management of hazardous chemicals, standardizing the construction of chemical industry parks, and promoting major projects. During the “Thirteenth Five-Year Plan” period, the development of the petrochemical and chemical industries faced a severe and complex environment. Internationally, trade protectionism is heating up; at the same time, the joint construction of the “Belt and Road” has also provided new opportunities for domestic enterprises to participate in international cooperation. The petrochemical and chemical industries have entered a transformation stage in which new growth drivers are being nurtured and traditional growth drivers are weakening.

The person in charge said that during the “13th Five-Year Plan” period, the demand for green, safe, cost-effective high-end petrochemical and chemical products will grow faster than traditional products. On this basis, five goals were proposed: economic development, structural adjustment, green development, technological innovation, and the integration of “two informatizations”.
